REVIEW 0F THE GENERAL ATOMICS HOT-CELL FACILITY DECOMMISSIONING PLAN As agreed to in our May 1. 1996. memorandum, we have completed our detailed review of the revised General Atomics November 20. 1995, submittal entitled

" General Atomics Hot Cell Decommissioning Plan (DP)." Our review has determined that the DP is in conformance with the conditions set forth in-10 CFR 70.38(f)(4)(i)-(vii). and Regulatory Guide 3.65. " Standard Format and Content of Decommissioning Plans for Licensees Under 10 CFR Parts 30, 40, and 70." and the " Standard Review Plan: Evaluating Decommissioning Plans for Licensees Under 10 CFR Parts 30. 40, and 70." Therefore, we are recommending approval of the DP, and our-supporting Safety Evaluation is attached. The staff will review the licensee's final survey plan when it is submitted, and ,

approval of the licensee's final survey plan will be required before the '

licensee initiates the final survey.
