Dear Mr. Feigenbaum:
This letter refers to the NRC's safety issues program inspection of your
Access Authorization Program conducted by Messrs. G. C. Smith and E. B.
King of this office at the Seabrook Station on October 21-25,1996.

Areas examined during the inspection are identified in the enclosed

report. The inspection consisted of interviews and examination of
selected procedures and representative records. Our findings were
i
i
discussed with Mr. R. M. Cooney and other members of your staff by
Mr. Smith at the conclusion of the inspection.
The inspectors determinecj that, in general, you had an effective
i
program in place that provides assurance that individuals granted
!
unescorted access are trustworthy and reliable, and do not constitute
.
an unreasonable risk to the health and safety to the public, including a
i
potential to commit radiological sabotage.
