The purpose of this letter is to supplement Commonwealth Edison's previous submittals l proposing Improved Technical Specifications for Zion Station. j l

In References 2 through 9, Commonwealth Edison submitted, pursuant to 10 CFR 50.90, a proposed amendment to Facility Operating Licenses DPR-39 and DPR-48. The proposed amendment would completely revise the Technical Specifications (Appendix A to the Operating Licenses), using the guidance provided in Reference I to produce a set ,

of Improved Technical Specifications (ITS) for Zion Station. '

From September 30,1996, to October 24,1996, NRC and Commonwealth Edison personnel met and discused the previous submittal and results of NRC reviews. As a l result of these reviews, Zion Station has identified a number of changes in the proposed l new specifications, bases, and/or supporting documentation. Attached to this letter is a summary of each issue, and the associated changes to the previously submitted ITS packages.

This proposed supplement has been reviewed and approved by Commonwealth Edison Onsite and Offsite Review groups in accordance with Commonwealth Edison procedures.
