NRC EVALUATED EMERGENCY PREPAREDNESS EXERCISE-SEABROOK
STATION: INSPECTION REPORT NO. 50-443/96-07
Dear Mr. Feigenbaum:
This letter refers to the NRC-gradad, biennial, emergency preparedness exercise inspection
led by Mr. J. Lusher, at Seabrook Station, Seabrook, New Hampshire, during the week of
September 16,1996. The inspection evaluated the performance of your emergency
response organization during the September 18,1996, Seabrook Station, full-participation
exercise. The inspectors discussd the findings of this inspection with Mr. B. Drawbridge
and others of your staff on September 20,1996.
Based on the results of this inspection, it was determined that the overall performance of
the ERO was very good. Simulated events were accurately diagnosed, proper mitigation
actions were performed, emerpen
declarations were timely and accurate, and offsite
agencies were notified prompt
.xercise strengths were noted in the command and
control of the Emergency Operat.sns Facility staff by the Response Manager, and in the
interfaces with the States of New Hampshire and Maine, the Commonwealth of
Massachusetts, and the NRC Site Team, which participated in the exercise. No exercise
weaknesses, safety concerns, or violations of NRC requirements were observed. No
response to this letter is necessary.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosules will be placed in the NRC Public Document Room.
