Gentlemen:

The transmittal letter, dated July 20, 1983, for Reference 2 established the scheduled date for submittal of a completa Final Safety Analysis Report (FSAR) in accordance with Reference 1.

It is requested that a partial exemption to 10CFR50.71(e)(3)(ii) be granted

.which will allow the submission of sections of the updated FSAR be deferred for 60 days.

Reference 2 had several open items which required further evaluation and plant modifications. These items required the full time utilization of LACBWR's small engineering staff. The majority of the design changes were completed during the refueling outage in March-April of this year, and since that time, the staff has been engaged in conducting the engineering review associated with the preparation of the updated FSAR.

During the past several years, Dairyland Power Cooperative has provided the NRC with numerous licensing documents providing information on plant design changes and safety analyses, as well as participated in the Integrated Plant Safety Assessment, all of which is tantamount to an updated FSAR.
