! By your application dated October 14, 1996, and General Electric Company's

(GE's) affidavit executed by Ralph J. Reda dated October 8, 1996, you submitted supplemental information on your September 5, 1996, application for amendment on the Fermi-2 minimum critical power ratio safety limits and i requested that Attachment 2 (Description of Fermi-2 Cycle Specific Analysis

., and Comparison to Generic Analysis) to the October 14, 1996, letter be 4

withheld from public disclosure pursuant to 10 CFR 2.790. By letter of October 23, 1996, Detroit Edison submitted a nonproprietary version of this GE 4 document.

i GE stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

1 I. The information discloses a process, method, or apparatus, including supporting data and analyses, where prevention of its use by General

Electric's competitors without license from General Electric constitutes a competitive economic advantage over other companies.
2. The information, if used by a competitor, would reduce his expenditure
of resources or improve his competitive position in the design, j manufacture, shipment, installation, assurance of quality, or licensing of a similar product.
3. The fuel design and analytical methodology are part of General 1

Electric's comprehensive boiling-water reactor safety and technology .

base, and their commercial value extends beyond the original development  !

cost. The value of the technology base goes beyond the extensive i physical database and analytical methodology and includes development of j

the expertise to determine and apply the appropriate evaluation process.

! In addition, the technology base includes the value derived from i providing analyses done with NRC-approved methods.
