Enclosed for your information and use are two reports of observations conducted by the l
NRC Headquarters material control and accounting (MC&A) team during the week of

September 23,1996, at the Paducah and Portsmouth Gaseous Diffusion Plants (GDPs).
The reports document NRC observations during the GDPs' annual physical inventories, as a part of our baseline inventory verification effort prior to the transfer of regulatory oversight from DOE to NRC.
I The results of our observations were discussed with your Site Safety Representatives and the USEC plant management throughout the observation period and during an exit meeting at the conclusion of the observation.
We also provido a copy of these reports to the USEC.
We will gladly discuss any questions you may have concerning these observations.
