TVerma PPrestholt Enclosed is the signed Appendix 7 to the DOE /NRC Site Specific Procedural Agreement, the Agreement Concerning the NRC On-Site Representative (OR) for the Repository Projects During Site Investigation and Characterization. Thank you for the cooperation of you and your staff in helping to develop this agreement.
As we agreed in our June 14, 1985 meeting concerning the proposed Appendix 7, it is important that the effectiveness of Appendix 7 should be jointly evaluated once it is in effect for a period of time. This is important in order to assure that Appendix 7 is working as intended and the OR activities continue to benefit both 00E and NRC. Specifically, we should determine whether the language that you proposed and we agreed upon with respect to such things as OR attendance at meetings are having the effects you said were intended (namely, assuring OR has liberal access to DOE activities and documents). I recommend we evaluate the effectiveness of this Appendix and the manner in which it is being implemented in about six months time.
