Dear Mr. Dircks:

In accordance with the Federal Emergency Management Agency (FEMA) rule, 44 CFR 350, the State of Missouri submitted its State and associated local plans for radiological energencies related to the Callaway Nuclear Power Plant to the Regional Director of FEMA Region VII for FEMA review and approval on May 21, 1984. The Regional Director forwarded his evaluation of the Missouri State and local plans to me on August 31, 1984, in accordance with section 350.11 of the rule. His submission included an evaluation of the full-participation exercise conducted on March 21, 1984, and the April 19, 1984, remedial exercise and a report of the public meeting held on July 25, 1984 which explained the site-specific aspects of the State and local plans.

Based on an overall evaluation, I find and determine that, subject to the condition stated below, the Missouri State and local plans and preparedness for the Callaway Nuclear Power Plant are adequate to protect the health and safety of the public in that there is reasonable assurance that the appropriate protective measures can be taken in the event of a radiological energency.

However, while there is a public alerting and notification (A&N) system in place and operational, this approval is conditional on FEMA's verification of the A&N systen in accordance with the criteria of Appendix 3 of NUREG-0654/

FEMA-REP-1, Rev.1, and the Standard Guide for the Evaluation of Alert and Notification Systens for Nuclear Power Plants (FEMA-43).
