l REQUEST FOR ADDITIONAL INFORMATION (RAI) REGARDING AN EXTENSION OF THE OPERATING CYCLE FOR BYRON, UNIT 1 (TAC NO. M96904) l

Dear Ms. Johnson:

In its letter of June 27, 1996, Commonwealth Edison Company (Comed) committed 4 to limit the length of the current operating cycle for Byron, Unit 1, to 448.5 days with T-hot above 500 degrees Fahrenheit. On October 18, 1996, Comed 3 submitted a request to extend the Byron, Unit 1, operating period from 448.5

days to 600 days. Operating for 600 daya without having to shut down for a i

steam generator tube inspection would permit the plant to operate until February 1997, at which time the unit is scheduled to shut down for steam generator replacement.

) During the initial review of the request, we have identified the need for i additional information as discussed in the enclosure. Please provide the i requested information so that we may complete our review.

DOCKET NO. STN 50-454 The submittal dated October 18, 1996, proposes the use of a probability of detection (POD) for inspection of C,8. As stated in Section 4.3 of the submittal, this value is a corsa,*ative estimate of P00 based on the results of the Byron blind test resuli .. The POD value of 0.6 applied in voltage-based tube repair criteria appi. cations following the guidance of NRC Generic Letter 95-05 was established considering not only the detection capabilities of the analysts and the inspection technology, but also the initiation and growth of new indications over the next operating cycle. Discuss how the Byron, Unit 1, operational assessment accounts for the initiation and growth of new indications over the proposed extended operating cycle.
