Dear Mr. Liparulo:

4 By application dated October 8,1996, from Southern Nuclear Operating Company

and your affidavit dated July 12, 1996, you submitted Westinghouse WCAP-14697, "L* Tube Plugging Criteria for Tubes with Degradation in the Tubesheet Roll l Expansion Region of the Farley Unit 2 Steam Generators," and requested that it  !

be withheld from public disclosure pursuant to 10 CFR 2.790. Also, a non-proprietary version (WCAP-14698) was submitted to be placed in the Public l Document Room. These documents supersede previous documents in your l application dated July 25, 1996, and affidavit dated July 25, 1996, in which you submitted Westinghouse letter report NSD-JLH-6114, Rev. 2, "L* Criterion for Farley Unit 2," (proprietary) and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790. Also, a non-proprietary version, i NSD-JLH-6136, Rev.1, "L* Calculations Performed for Farley Unit 2," was I submitted to be placed in the Public Document Room.

l In accordance with Southern Nuclear's request contained in its letter of October 8, 1996, copies of report NSD-JLH-6114 and appropriate revisions will j be destroyed.

You stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

1. The information reveals the distinguishing aspects of a process (or component, structure, tool, method, etc.) where prevention of its use by any of Westinghouse's competitors without license from Westinghouse 4 constitutes a competitive economic advantage over other companies.
2. Its use by a competitor would reduce his expenditure of resources or improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, or licensing a similar product.

It reveals funded aspectsplans development of past, present, and programs or future of potential Westinghouse commercial value to or custom Westinghouse.

Therefore, the version (s) of the submitted information marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and 4

Section 103(b) of the Atomic Energy Act of 1954, as amended.

) Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents. If the need

arises, we may send copies of this information to our consultants working in j this area. We will, of course, ensure that the consultants have signed the i appropriate agreements for handling proprietary information.

If the basis for withholding this information from public inspection should

change in the future such that the information could then be made available i for public inspection, you should promptly notify the NRC. You also should i understand that the NRC may have cause to review this determination in the future, for example, if the scope of a Freedom of Information Act request
includes your information. In all review situations, if the NRC makes a j determination adverse to the above, you will be notified in advance of any i public disclosure.
