NRC INSPECTION REPORTS N0. 50-315/96008(DRS); 50-315/96008(DRS)
Dear Mr. Fitzpatrick:
On September 13, 1996, the NRC completed a security inspection at your D. C.
Cook, Units 1 & 2 reactor facilities. The enclosed report presents the
results of that inspection.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of a selective examination of procedures
and representative records, interviews with personnel, and observation of
activities in progress. The purpose of the inspection effort was to determine
whether activities authorized by the licensee were conducted safely and in
,
accordance with NRC requirements. The summary contained in the report
i
provides an overview of our assessment of your performance in the area of
physical security. We noted that your recent Quality Assurance audit
identified a number of minor security related incidents that were performance
related and a lower than normal security force morale. Although the auditor
could not make a direct correlation between morale and performance, we feel
that your current efforts to address the morale issue through improved
security communications are appropriate.
The purposes of the inspection were to initiate the security core inspection
as identified in Inspection Procedure 81700, to review the status of previous
open inspection findings, to review Plant Protection Department participation
in the Condition Report Program, and to review the recent changes in your
security organization.
Based on the results of this inspection, the NRC has determined that a
violation of NRC requirements occurred. This violation is cited in the
enclosed Notice of Violation (Notice) and the circumstances surrounding it
are described in detail in the subject inspection report. The incident was
self-identifying, but we developed additional information that showed your
original condition report to be in error. We noted that the violation had
been corrected and these actions were reviewed during the inspection.
