REACTOR OPERATOR INITIAL RETAKE EXAMINATION NORTH ANNA POWER STATION
Dear Mr. O'Hanlon:
In a telephone conversation on October 23,1996, between Mr. D. Charles Payne, License Examiner, and Mr. Frank Winks, Supervisor, Operations Training, arrangements were made for the administration of one reactor operator retake licensing examination at the North Anna Power Station. The validation and administration of the operating test is scheduled for the week of December 16,1996, as requested in Mr. W. R. Matthew's letter dated October 7, 1996.
This examination will be developed and administered as part of the NRC pilot initial examination process based on your staffs request to participate in the pilot process for this candidate's previous licensing examination. The NRC pilot initial examination process will permit your staff to draft the operating test for your reactor operator license applicant. The NRC will review and approve the proposed test and independently administer it to the license applicant. Your staff will not administer any portion of the operating test. The NRC will grade the applicant's operating test performance, make the final pass or fail decision, and issue a license, as appropriate.
Your staff will develop the retake licensing examination in accordance with the guidelines in Revision 7, Supplement 1, of NUREG-1021, " Operator Licensing Examiner Standards," and Generic Letter 95-06, " Changes In The Operator Licensing Program".
To prepare and administer the examination on the above schedule, Mr. Payne, identified to Mr. Winks, the subset of reference materials identified in Attachment 2 of ES-201 that would be necessary under the pilot process. This material should be submitted with the proposed operating test by November 22,1996.
Your staff will prepare and the NRC will administer the operating test in accordance with ES-301 and ES-302 of NUREG-1021. In order to conduct the requested operating test, it will be necessary for your staff to make the simulation facility available on the dates noted above.
Your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final. ES-302, Attachment 1, contains a number of NRC policies and guidelines that will be in effect while the operating test is being administered.

We have received the candidate's draft license reapplication and request for waiver of the written examination and dynamic simulator portion of the operating test. The applicant failed the operating test administered during the week of January 29,1996. The request for waiver of the dynamic simulator portion of the operating test is based on satisfactory performance by the applicant on Februer/1,1996. The operating test is comprised of three interrelated parts: administrative topics, control room systems and facility walkthrough, and integrated plant operations (dynamic simulator test). Barring extenuating circumstances, these three parts are normally administered together for alllicensing examinations (including reexaminations). No extenuating circumstances were specified in the application. In light of the applicant's previously documented simulator performance deficiencies and the lack of extenuating circumstances, there is no basis for granting a waiver of the simulator portion of the operating test. Therefore, this waiver request will be denied. The request for waiver of the written examination will be granted based on the applicant's successful completion of that test on January 26,1996.
