SUBJECT: NRC INSPECTION REPORT 50-285/96-10 AND NOTICE OF VIOLATION

Dear IV Patterson:

An NRC inspection was conducted August 25 through October 5,1996, at your Fort

Calhoun Station reactor facility. The enclosed report presents the scope and results of that

inspection.  ;

l During the 6-week period covered by this inspection period, your conduct of activities at l

l the Fort Calhoun Station was generally characterized by safety-conscious operations, i

! sound engineering and maintenance practices, and carefd radiological work controls. l

However, two violations of NRC requirements were ide itified. In one instance, NRC '

inspectors identified a failure to control transient combustibles in the intake structure, in  ;

, addition, a violation regarding a failure to log a contamination incident was cited. The NRC l

l has concluded that information regarding the reason for the second violation and the

corrective actions taken are already adequately addressed in the subject report. Therefore, l

,

you are not required to respond to this violation unless the description provided does not

l accurately reflect your corrective actions or your position. In that case, or if you choose to

provide additional information, you should follow the instructions specified in the enclosed i

'

l notice. We are concerned about these violations because they were identified by the NRC,

l

and because there were opportunities for your staff to identify or prevent these violations.

l

l

These violations are cited in the enclosed Notice of Violation (Notice) and the

circumstances surrounding the violations are described in detail in the enclosed report.

Please note that you are required to respond to this letter and should follow the

instructions specified in the enclosed Notice when preparing your response. The NRC will

use your response, in part, to determine whether further enforcement action is necessary

to ensure compliance with regulatory requirements,

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,

its enclosure (s), and your response will be placed in the NRC Public Document Room

(PDR). To the extent possible, your response should not include any personal privacy,

proprietary, or safeguards information so that it can be placed in the PDR without

redaction. .
