NRC INSPECTION REPORT NO. 99990002/96 09
Dear Mr. Ravenscroft:
This refers to the inspection of the Physical Protection of a Shiament of Irradiated Fuel conducted by William Tobin and Jay Henson of the legion II Division of Nuclear Materials Safety on September 22, 1996, and to our i discussions with you via telephone on September 24, 1996. ;
The areas examined during the inspection were the security measures afforded the Department of Energy's shipment of urgent-relief foreign research reactor s)ent fuel with port of entry at the Charleston Naval Weapons Station in C1arleston, South Carolina, and terminating at the Savannah River Site in Aiken, South Carolina. The inspection consisted of selective examinations of procedures and representative records, interview with personnel, and observation by the inspector.
Within the scope of the inspection, violations or deviations were not identified. We are concerned, however, about the errors in certain shipping documents that required correction at the port of entry to preclude a violation of regulatory requirements. As discussed with you on September 24, these documents were found to have errors relative to the activity listed on the shipping ) apers, category of label applied to each cask, activity listed on package la)els, designation of " Highway Route Controlled Quantity" and ,
questionable information regarding the transport index assigned to each cask.
i The errors were immediately corrected by your staff and did not result in a violation of NRC or DOT regulations. It is our understanding that in response
- to this letter you will, within 30 days inform us of the improved measures you are taking to ensure accurate and complete shipping documentation in future inspection. >
