Division of Reactor Projects Region III FROM:
Charles E. Rossi, Directog Safety Programs Division Office for Analysis and Evaluation of Operational Data
SUBJECT:
UPDATED AE00 INPUT FOR THE CHAIRMAN'S JULY 12, 1996, VISIT TO POINT BEACH Attached is our updated input to the Chairman's briefing package for the July 12, 1996, visit to Point Beach. Our input summarizes recent plant operational experience, and updates my February 23, 1996, memo supplying information for the previously scheduled Point Beach visit. Our input is based on several data sources, including Emergency Notification Reports, Licensee Event Reports, and AE00 Performance Indicator data.

1 RECENT POINT BEACH PLANT OPERATIONS EXPERIENCE
SUMMARY
L OVERVIEW The review period began January 1,1995, and included Licensee Event Reports (LERs) and emergency notification system reports that AEOD processed through June 1,1996. During this period, the NRC did not classify any Point Beach events as NUREG-0090 Abnormal Occurrences or Appendix C items ("Other Events of Interest"). Of the events reported to the NRC during the review period, we determined that none of the events were important, based on AEOD event screening criteria.
i LL OTHER OPERATIONAL DATA We reviewed Unit 1 LER Nos. 266/95-01 through 266/96-01, and Unit 2 LER Nos. 301/95-01 through 301/95-06. We used the AEOD screening process to determine that none of these LERs were important. However, the licensee made a report to the emergency nonfication system on May 28,1996, (report number 30552). The report indicated that a brief combustible gas burn occurred inside a dry spent fuel assembly storage container when licensee personnel were welding a shield lid to the top of the container. The burn did not cause any radiation to be released to the public, and did not cause any injuries to people at the site. The licensee is investigating the cause of the gas burn.
HL PERFORMANCE INDICATOR DATA The most recent Performance Indicator (PI) information is attached. This information is the same as that included in my February 23,1996, memo to ycu. The PIs do not show any significant problems at Point Beach. Note that the PI safety system actuations are composed of emergency core cooling system (ECCS) actuations and emergency ac power (diesel-generator) actuations in response to a dead bus.
