The inspectors reviewed a closed condition report (95-1372)concerning containment
)
ventilation testing to verify that the identified condition was properly performed and
that the completed surveillance test included steps that isolated other ventilation
systems from the reactor building ventilation.

Observations and Findinas
On December 9,1995, Condition Report 95-1372 was written to identify a potential
interaction between secondary containment and the turbine building ventilation system.
The condition report documented that, when the reactor building ventilation flow was
lowered, the turbine building ventilation flow also decreased. Engineering dispositioned
the condition report by stating that: (1) the secondary containment leak test was

performed on December 8, with no deficiencies, and (2) the chart recorder showed that
several flow swings had occurred in the turbine ventilation flow for several days.

Based on this information, engineering had no evidence that an interaction between the

two building ventilation systems existed.

The inspector noted during the review of Procedure 6.SC.501 performed on

December 8 that steps were performed which secured the turbine ventilation system,
while verifying that the reactor building pressure did not change.

Conclusions
The inspectors found that the condition report was satisfactorily dispositioned and

During routine tours of the plant, inspectors noted that housekeeping had declined
slightly in that various materials were observed throughout the plant, for example,
brooms, ladders, radioactive trash containers, and other minor items were seen.

Although the material condition of the equipment was not observed to have changed

significantly, this degraded housekeeping represents a slight decline in the overall

appearance of the plant.
