CORRECTION TO REQUEST FOR RELIEF FROM REQUIREMENTS OF.10 CFR 50.55a TO ALLOW OPERATION WITH A TEMPORARY REPAIR ON BRANCH PIPING ON T%

SERVICE WATER SYSTEM - POINT BEACH NUCLEAR PLANT, UNITS 1 AND 1 (TACS M96189 AND M96190)

Dear Mr. Link:

As stated in ny letter to you dated September 4, 1996, the staff reviewed and evaluated the information provided in your July 19, 1996, letter related to a request for temporary relief from the requirenents of 10 CFR 50.55a to allow plant operation with a temporary non-code repair on branch piping attached to the service water system.

Based on the information submitted, the staff approved the request for relief.

A review of the Safety Evaluation supporting the staff's decision has identified an inconsistency.

Section 3.6, " Licensee's Alternative Program,"

correctly states that "... Radiographs will be taken of the degraded area every three months to assess the piping....", However, Section 4.3." Proposed Temporary Non-Code Repair and Monitoring Provisions," states that "... The licensee has committed to perform ultrasonic and radiographic examination of the leakage area every three months...." You did not commit to ultrasonic examinations. The safety evaluation has been corrected,to properly reflect your commitments.

A copy of the corrected Safety Evaluation is enclosed.
