Notice of Violation Contained in NRC Inspection Report No. 50-263/96003 l
in our July 3,1996 response to the Notice of Violation contained in NRC Inspection Report No. 50-263/96003 we committed that:
Procedure 9019 will be further enhanced to provide appropriate emphasis on coordination with refuel floor activities. Specifically, the individual rod checklist will be revised to include a signoff referencing the procedural step governing refuel floor coordination. The procedure will be revised by September 30,1996.
Procedure 9019, "Changeout Selected CRDs-Operations", has been enhanced by Revisions 14 and 15; however not in the explicit manner discussed in our response.
Specifically, two prerequisites were added to the procedure ensuring that the procedure cannot be initiated unless Shutdown Margin requirements are met for all rods to be withdrawn AND fuel loading is verified correct in the control cells and all adjacent cells for all control rods that will be withdrawn OR the fuel is removed from cell where the control rod will be withdrawn. The individual rod changeout checklist has been revisad to include a signoff by a Nuclear Engineer to verify that the prerequisites are satisfied for each control rod drive changeout. These changes ensure that personnel on the refuel floor do nct need to evacuate line-of-sight of the reactor, thus eliminating the need to specifically notify refuel floor personnel of each control blade withdrawal.
This letter serves to modify / closeout the above described commitment that was made in our July 3,1996 response to the Notice of Violation contained in NRC Inspection Report No. 50-263/96003. Please contact Mel Opstad at (612) 295-1653 if you require further information.
