Dear Mr. Gutterman:

This is in response to your August 26, 1996 letter that provided your views on the predecisianal enforcement conference between Houston Lighting and Power 4 Company and the NRC on July 19, 1996. The conference was open to public observation. In addition, due to the circumstances of the case; i.e., the issues were related to findings of employee discrimination by the Department of Labor (DOL) that were public record; the D0L complainants were given the ,

opportunity to listen to the conference via telephone connection. l 1

Your views, in addition to the view of other members of the public, has been ,

considered in determining the Staff's recommendation to the Commission  ;

concerning the future of open pre-decisional enforcement conferences.
