Dear Mr. Gutterman:
This is in response to your August 26, 1996 letter that provided your views on the predecisianal enforcement conference between Houston Lighting and Power 4
Company and the NRC on July 19, 1996. The conference was open to public observation.
In addition, due to the circumstances of the case; i.e., the issues were related to findings of employee discrimination by the Department of Labor (DOL) that were public record; the D0L complainants were given the opportunity to listen to the conference via telephone connection.

Your views, in addition to the view of other members of the public, has been considered in determining the Staff's recommendation to the Commission concerning the future of open pre-decisional enforcement conferences.
