Dear Mr. Cruse:

By letter dated March 15,1995, and supplemented by letters dated June 29,1995,and

. May 1,1996, you submitted Revision 43 to the Quality Assurance Policy (QAP) for Calvert Cliffs Nuclear Power Plant. This revision involved the reduc.an of certain audit frequencies and an exception to the plant procedure biennial review provision of ANSI N18.7-1976.

Although the reduction in audit frequencies is an exception to Regulatory Guide 1.33-1978, you are maintaining an audit frequency for all safety-related functions of once every two years, which is acceptable. Although you have requested an exception to ANSI N18.7

- 1976Property "ANSI code" (as page type) with input value "ANSI N18.7</br></br>- 1976" contains invalid characters or is incomplete and therefore can cause unexpected results during a query or annotation process., your procedure review program meets the provisions of the NRC staff position as described in NRC Memorandum from Charles E. Rossi to Distribution, " Biennial Procedure Reviews," dated December 21,1992, and is therefore acceptable.

This revision is also associated with the relocation of certain Technical Specification administrative requirements to the QAP and was approved through License Amendments Nos. 216 and 193, reference (2).

The NRC has reviewed this submittal, in accordance with 10 CFR 50.54(a), and determined that the changes to the quality assurance program are acceptable in that the quality assurance program continues to satisfy the criteria of Appendix B of 10 CFR 50.

Although proposed changes to the QAP are acceptable, they should be implemented simultaneously with the associated technical specification changes.
