WATERFORD 3 PERFORMANCE IMPROVEMENT PROGRAM PUBLIC MEETING This refers to the meeting conducted at the Region IV Arlington, Texas office on September 19,1996. This meeting was conducted to update the status of the performance improvement program at Waterford Steam Electric Station. Topics included discussion concerning plant and personnel performance, improvement progress, successes, and challenges. The dialogue focused on the areas of plant operations, engineenng, maintenance, and safety assessment and regulatory performance.
We found your presentation to be helpful in our understanding of your progress in improving overall performance. We acknowledge that changing ingrained cultural attitudes will be the most difficult part of your improvement program. The focus on implementing design changes for design problems, as well as the lower threshold for problem identification, are viewed as positive improvements.
During the meeting, you expressed a desire to hold additional meetings updating us on your performance improvement progress. We also desire to be kept informed of the status of your improvement program.
In accordance with Section 2.790 of the NRC's " Rules of Practice ' Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC's Public Document Room.
