Dear Mr. Shephard:

This refers to your license application XSOU8731 dated August 8,1994 which requested authority to export 75,000.0 kilograms of natural uranium, in the form of calcium fluoride, to the Czech Republic for the recovery of the uranium and ultimate use as fuel in nuclear power reactors.

In the absence of a signed contract between AlliedSignal and DIAMO, the ultimate consignee in the Czech Republic, the Government of the Czech Republic will not provide the required assurances to the U.S. Government. We are, therefore, returning without action the subject export license application.
