This refers to your export license application dated October 11, 1990, our number XCOM1047, which requested a license to export mechanical plugs to Yugoslavia for installation in nuclear power reactors located in Hungary and the U.S.S.R. (later amended to change U.S.S.R to Russia and Ukraine and to add l

Armenia).

After receipt of favorable Executive Branch recommendation, NRC issued Export license XCOM1047 on June 30, 1994 authorizing exports of the mechanical plugs to Armenia for sealing steam generator tubes in the Medzamor Nuclear Power Plants, Units 1 and 2; the license was conditioned to limit the export of the plugs and plugging services to improving steam generator integrity to maintain proper cooling of the Medzamor nuclear power plants in their current shutdown state. On February 22, 1995 NRC issued Amendment 01 to authorize exports to civilian nuclear plants in Ukraine and to extend the expiration date.

We are returning without action your request to export to Hungary and Russia.

The Executive Branch has concluded that the necessary determinations for a recommendation of approval under the Atomic Energy Act, as amended, cannot be made at this time with respect to Russia; Hungary will not provide the required assurances without a specific order from their industry.
