GNRO-96/00086 Gentlemen:

Generic Letter (GL) 94-02, which was issued July 11, 1994 requested that licensees submit a plan describing the long-term stability solution option selected for their facility and ,

the proposed implementation schedule for modification of plant '

protection systems to install the solution.

In our September 7, 1994 response to GL 94-02, GGNS committed f

to have the selected long-term stability solution (Enhanced Option I-A) installed and operational 6 months following l startup from the 8th refueling outage (Expected installation by the 2nd quarter of 1997). The committed installation date j accounts for receipt of the hardware and software applications consistent with a schedule which supports GGNS' testing of the solution's lead hardware prior to full implementation. This testing phase includes provisions for a planned plant shutdown and start up evolution to augment the ecliection and evaluation of operational data, followed by installation of the permanent long-term solution.

Our response went on to state that it was GGNS' objective to evaluate the stability. solution generic Technical

} Specifications against the NRC's Final Policy Statement on j Technical Specification improvements of July 16, 1993 and j submit any identified changes for NRC approval by the last quarter of 1996.

Unanticipated delays in the design, development, and testing l of the hardware and software required to suppett the solution I 5

concept, coupled with delays in the finalization of supporting i analyses, have necessitated that GGNS revise its cammitted

! solution implementation date from 6 months following startup l 4

from the 8th refueling outage (2nd Quarter 1997) to 6 months i

following startup from the 9th refueling outage (4th Quarter

1998). We understand that the Staff is aware of the Enhanced
- Option I-A development-schedule changes and additionally, this  ;

! commitment revision has previously been discussed with GGNS' NRC project manager.

Consistent with our revised implementation schedule, any i

Technical Specification changes required are expected to be submitted for Staff approval by the 2nd quarter of 1998. As 1 included in our September 7, 1994 response, this submittal I schedule assumes a 6 month review period for issuance of the

! Staff's safety evaluation report.

i The administrative provisions delineated in NRC Bulletin 88-07 i Supplement 1 and applicable Interim Corrective Action (ICA) i recommendations published by the BWR Owners Group will remain

in place until the long term stability solution is implemented

! at GGNS. These administrative provisions provide confidence that power oscillations will be avoided or adequate guidance

is available to detect and suppress oscillations should they i
occur.
