I am reluctantly approving this revision to 10 CFR Part 20 based on the assurance by the staff that the change will not adversely impact on licensees #.nd is needed to eliminate dual regulation.

I have not seen a public health and safety justification for the 10 mrem (0.1 mSv) per year constraint dose per licensee given that a 100 mrem TED per year and ALARA requirements already exist.

There lies my reluctance.

I believe we should only establish rules that contribute to this nation's overall health and national security interests.
