1996 EMERGENCY PREPAREDNESS EXERCISE SCENARIO
Dear Mr. Horn:
We have reviewed your letter dated September 19,1996, and the enclosed scenario package for the Cooper Nuclear Station exercise scheduled for November 19,1996.
i Based on our review, we determined that the exercise scenario appeared marginally adequate to meet onsite exercise objectives and emergency plan requirements. For i
example, we determined that some aspects appeared minimally challenging, some information inconsistencies existed, some messages were missing, and the overall quality

of the scenario package was poor. The detailed results of our review were discussed with Messrs. Bradford Houston and Robert Hayden on October 23,1996. In response to our comments, your staff indicated that they would perform further review of certain elements to avoid possible confusion on exercise day.
We contacted the Federal Emergency Management Agency (FEMA), Region Vil, during our review. Mr. Robert Bissell stated that FEMA had also determined that the scenario was marginally adequate to meet agreed upon exercise objectives (offsite).
