Dear Mr. Robinson:

On August 30, 1996, C. Thor Oberg of this office conducted a safety inspection i

at North American Refractories Co., Womelsdorf, Pennsylvania, of activities authorized by the above listed NRC license.

The inspection was an examination 4

of your licensed activities as they relate to radiation safety and to compliance with the Commission's regulations and the license conditions. The inspection consisted of observations by the inspector, interviews with personnel, and a selective examination of representative records.

In addition, our inspection examined the activities covered in your correspondence dated July 14, 1995.

The findings of the inspection were i

discussed with you and Mr. Cauffman, at the conclusion of the inspection.

This also refers to the telephone conversation on August 30, 1996, betveen Mr.

1 Oberg and Mr Cauffman, and to the information submitted to us in your letter dated September 10, 1996. A copy of the NRC inspection report is enclosed.

i Based on the results of the inspection and the information provided to us, we understand that you have always intended to conduct activities with source 1

material in accordance with the general license described in 10 CFR 40.22 i

which limits possession of source material to not more than 15 pounds at any l

one time and not more than 150 pounds of source material per year. We further understand that, when you identified that you had exceeded these possession i

limits, you notified the NRC in writing and began actions to dispose of the material. As of September 10, 1996, you are again in full compliance with the 4

general license.

Within the scope of this inspection, no violations were identified.
