NRC ISSUES CONFIRMATORY ACTION LETTER TO NAC OF GEORGIA i

Intr ~ national, Inc., of Norcross, Georgia, confirming that the i company has agreed to perform specified maintenance before the next use of any of the company's packages for transportation of l radioactive material.

Paperiello, Director, Office of Material Safety and Safeguards, l results from an NRC inspection September 23 to 26 of NAC's l Norcross facilities. .

I The agency conducted the inspection to determine whether NAC l activities associated with the design, maintenance and use of i transportation packages were performed in accordance with NRC I certificates of compliance and regulations. An additional l objective was to determine whether activities associated with the design of NAC's dry storage systems for spent nuclear fuel were performed in accordance with the certificates and regulations.

The inspection team determined that:

e Unqualified vendors were used for annual maintenance activities and to supply components important to safety for transportation packages, e A non-conforming trunnion (a pivoting pin used for lifting and handling) on a transportation package had not been identified by the company and has not been fixed.

  • Annual maintenance procedures do not include a required annual helium leak test of the transportation packages.

e Analysis and documentation for designs and design modifications of transportation packages and dry storage systems were not reviewed using the required independent verification and approval process.

By October 7, NAC has agreed to submit a plan to NRC for accomplishing the following actions:

e e Before the next use of the transportation packages, perform all required maintenance, including leak tests and identification and correction of nonconforming items, using qualified replacement parts, calibrated equipment and qualified personnel.

e Re-examine design analyses and documents from 1990 till the present for all transportation packages and dry storage systems.

  • Bring the quality assurance program into compliance.

The company is to notify Dr. Paperiello when it has completed these actions.
