j SEP 3 01996 Mr. Robin DeLaBarre Office of Export and Import Control Bureau of Political-Military Affairs U.S. Department of State Washington, DC 20520

Dear Mr. DeLaBarre:

Enclosed for your information is a copy of export license application XB001294, dated August 27, 1996, from U.S. Department of Energy, Oak Ridge Operations Office, requesting authority to export one microgram of Californium-249 to the United Kingdom for use in calibrating detectors in support of work on alpha spectrometry at the National Physical Laboratory at Middlesex, United Kingdom.

The general license authority for exports of byproduct materials in 10 CFR SP 110.23 does not authorize the export of Cf-249; therefore, a specific license is required.

Since the application does not require Executive Branch review or assurances from the receiving government, we will issue the license after the application has been on file in the NRC's Public Document Room for 15 days.

I will forward a copy of the license to you after it is issued on October 15, 1996.

Sincerely, I

h 0 /d h Ronald D. Hauber, Director Division of Nonproliferation, Exports and Multilateral Relations Office of International Programs
