In a September 20 telephone conversation between you and Betty Wright on my staff, you advised us that Carpenter Technology no longer needs the requested license. We are, therefore, returning without action the subject export license application.

'Ihis applicatim is in support of our current quotation for the supply of BWR Ziroaloy-4 fuel channah for the General' Electric-built Iaguna Verde Nuclear Power Station, thits 1 and 2, near Vera Cruz, Mexico.
I have been in ocntact with Robin normanvre fran the State D.pu'-st, and he has supplied me with a sanple of the lan;punge required for recipient gh,_.i assurances for U.S. +^a of nuclear + is.
We have included a statment in our pW that this language must be agreed to and signed by a duly authorized official en behalf of the Country of Mexico and forwarded to our State D pu^-.L and the Mexican Ministry.
We are hopeful that this request may help Wite the assurances required since CFE is a gh, it entity.
