The Scientific Ecology Group, Inc. (SEG), a subsidiary of Westinghouse Electric Corporation, is expected to be the principal supplier of low-level radioactive waste j
(LLW) for export. However, Master specifically requests authority to export LLW supplied by any NRC or NRC Agreement State licensee authorized to possess and transfer such LLW under a valid NRC or Agreement State specific or general license or exemption.

i The proposed LLW expons would involve the ultimate end use specified below and utilize the following routes and means of transit:
LLW would be collected, packaged, labelled and manifested by SEG, l
or other similar entity authorized by the NRC or an NRC Agreement State to possess and transfer the LLW. SEG, or such other authorized l
entity would arrange for the physical transponation of the LLW within the United States in compliance with all applicable NRC, DOT, IAEA and IATA requirements.
The LLW would be delivered to the Bangor, Maine International Airpon where it would be loaded onto cargo aircraft (most likely Antonov 124 cargo aircraft) owned by AEROFLOT, Volga Dynepr or i
other common or contract carrier exempt from the NRC licensing requirements pursuant to 10 C.F.R. il 30.13 and 40.12.
The LLW would then be flown to Shannon Airpon in Shannon, Ireland where the aircraft would be refueled. After refueling, the aircraft would proceed to Machazkala Airpon in Machazkala, Dagestan. It is possible that some individual shipments may require an additional refueling stop within Russia. All air transpon would be conducted in accordance with applicable IAEA and IATA requirements.
Once the LLW reaches Machazkala, Co,smos Company will take physical possession of the LLW. Truck transponation directly to the Dagestan Disposal Facility, which is aporoximately 66 kilometers from Machazkala Airport in the Caucus Mountains, will be provided by Daghestanvatotrans, a company owned by the Republic of Dagestan.
Once at the Dagestan Disposal Facilhy, Cosmos Company will be responsible for the safe handling and disposal of the LLW.

NOTE 3 N~RC FORM 7, Item 17 Master proposes to expon Class A LLW that consists of or contains the isotopes listed in Appendix F to 10 C.F.R. Pan 110, in any physical or chemical fonn.
However, those byproduct materials listed in 10 C.F.R. I I10.23(a)(2)-(6), (b), and (c) may be shipped only so long as the limits set fonh in those provisions are not exceeded. Although not intended to be an exhsustive list, the primary waste types and physical and chemical forms presently planned for expon include:

waste as defined in the Resource Conservation and Recovery Act. Master will not export liquid wastes or wastes which contain greater than 1 % free liquid. All waste will satisfy NRC, DOT, IAEA and IATA waste form and packaging requirements applicable to the transportation of the waste. A maximum volume of 9,750,000 ft' of LLW will be exported. The LLW will be permanently disposed of in the Dagestan Disposai Nility to be operated by Cosmos Company in accordance with applicable laws and regulations of Russia and Dagestan.
