Dear Dr. Asmussen:
In accordance with your applications dated September 26, 1995, June 14, and July 19, 1996, and pursuant to Part 70 to Title 10 of the Code of Federal i
Regulations, Materials License SNM-696 is hereby amended to identify activities to be conducted under your possession only license.
We have reviewed the authorized activities stated in your June 14, 1996, submittal and the revisions to the license specification stated in your July 19, 1996, submittal. Our review has determined that there is reasonable assurance that the proposed decontamination and decommissioning activities at your site do not constitute a hazard to the health and safety of the public.
Accordingly, Materials License SNM-696 is hereby amended to modify the operating activities at your site to accommodate the proposed decontamination and decommissioning activities. Safety License Condition S-1, has been revised to include the dates of September 26, 1995, June 14, and July 19, 1996.
In addition, in accordance with your application dated June 6, 1996, and pursuant to Part 70 of Title 10 of the Code of Federal Regulations, Materials License.SNM-696 is also amended to include minor changes to the GA Radiological Contingency Plan.
Based on our review of the revisions to your Emergency Plan, we agree with your conclusion that these changes do not decrease the response effectiveness of the Plan and they were correctly submitted pursuant to 10 CFR 70.32 requirements.
Revised License Condition S-23 is issued for the convenience of the Commission to maintain an up-to-date reference to the Plan in your license. The revised Condition S-23 reads as follows:
S-23. The licensee shall maintain and execute the response measures described in the Emergency Plan dated June 1994 (letter dated July 1,1994) and as revised by letter dated January 30, 1995 with pages dated January 1995; i
revision dated May 1996 (letter dated June 6, 1996) or as further revised by the licensee consistent with the provisions of 10 CFR j
70.32(1).

Further, Safety License Conditions S-17, S-20, and S-22 have been deleted because the Sorrento Valley-A facility has been decommissioned and the site r
released for general use. Safeguards License conditions SG-2 through SG-8, associated with material control and accounting activities, have also been deleted as they are no longer applicable under this possession-only license.
If, in the future, you desire to use licensed materials and conduct licensed activities in these facilities you must submit an application.
All other conditions of this license shall remain the same.
Enclosed are copies of the revised Materials License SNM-696 and the Safety Evaluation Report, which includes the Categorical Exclusion determination.
