Dear Mr. McCarte'/:
l This is in reply to your letter dated August 28, 1996, concerning the Model No.14-215 package' authorized by Certificate of Compliance No. 9222. The changes or variances discussed in your letter do not appear to be in accordance with Condition No. 5(a)(3) of Certificate of Compliance No. 9222 and are not authorized'for use under that certificate.
As you know, effective April 1, 1996, LSA packages, and their use, are regulated by the Department of Transportation (DOT). Modification of the design or contents of Model No.14-215 packages, and the conditions for use of modified packages, are subject to DOT regulations. When packagings are used in this manner, the NRC package identification markings should be covered or removed, and new markings affixed to the package as required by DOT regulations.
