Maine Yankee Licensing Basis for Environmental Qualification in the Turbine Building l

Gentlemen:

Referenc'es (b) and (c) document Maine Yankee's plan to complete the High Energy Line Break analysis for the environmental conditions in the turbine building and submit the results to you by l.

October 1,1996.

We have encountered unexpected delays in the validation of analytical information being transferred j

between Yankee Atomic Electric Company who are providing mass and energy release data and i

Stone & Webster Engineering who have been contracted to model the environments and engineer i

the long and short term physical modifications..

The analysis must be completed and short term mitigation plans must be in place prior to realigning the turbine building ventilation for winter conditions. Consequently we are proceeding with modifications we know will be prudent regardless of the analytical results. These modifications i

l include construction of access capability to open doors and certain louvers without exposing personnel to hazardous environments.

With the onset of winter weather expected shortly, we are requiring the completion of the analytical work by October 11 and plan to submit the results of the analysis to you by October 18.

Very truly yours, s/

M bames R. Hebert, Manager Licensing and Engineering Support j
