SUBJECT:

EQ PROGRAM DEADLINE TECH SPECS' Currently, Cooper Tech Specs contain the following item in Section 6.3,

" Procedures and Programs:"

"6.3.7.C Environmental Qualification Program

'A.

By no later than June 30, 1982 all safety-related electrical equipment in the facility shall be qualified in accordance with the provisions of: Division of Operating Reactors ' Guidelines for Evaluating Environmental Qualification:of Class 1E Electrical Equipment in Operating Reactors' (00R Guidelines); or, NUREG-0588

' Interim Staff Position on Environmental Qualification of Safety-Related Electrical Equipment,' December 1979. Copies of these documents are attached to Order for Modification of License DPR-46 dated October 24, 1980."

The June 30, 1982 date cited above was the previously-required completion date for EQ programs which appeared in many (all?) plant operating licenses. Effective November 19, 1984, 10 CFR 50.49(g) was revised to include the following statement:

"The schedule in this paragraph supersedes the June 30, 1982 deadline, or any other previously imposed date, for environmental qualification of electric equipment contained in certain nuclear power operating licenses."

In January.1985, the licensee for Cooper called to enquire if the above-cited Tech Spec Section 6.3.7.C(A) could be deleted from the Tech Specs by amendment.

In'a subsequent discussion with Bill Shields, OELD, I was informed that all. references to the June 30, 1982 deadline could be deleted from Tech Specs without-NRC approval. However, a licensee could, at his option, submit a proposed Tech Spec change to delete the June 30,

.1982 deadline.

If a licensee did submit such a Tech Soec amendment-application, the proposed change should be treated as an administrative change and prenoticed accordingly with a proposed finding of NSHC.

'By letter dated April 26, 1985, the licensee for Cooper proposed to delete the above-cited Section 6.3.7.C(A) from Tech Specs along with other proposed changes.

I will process this change as part of the overall amendment package in accordance with Bill Shields' guidance.
