NRC INTEGRATED INSPECTION REPORT 50-271/96-08

On August 31,1996, the NRC completed an inspection at your Vermont Yankee reactor
j
facility. The enclosed report presents the results of that inspection.
During the 7-week period covered by this inspection period, the conduct of activities, in
i
general, at the Vermont Yankee facility reflected safety-conscious operations, sound
engineering and maintenance practices, and careful radiological work controls.
i
Overall, plant operations staff performance continued to be good as activities progress
towards the end of Cycle 18 operations and the planned refuel outage. Inspector review
l
determined that your staff 'was implementing a Security Program that effectively protects
j
public health and safety. Also in the functional area of plant support, we found that VY
has an overall effective program for radioactive material and radiological waste
,
- _
management and transportation. In addition, the UFSAR had been apprapriately
i
maintained regarding radioactive waste systems.
l
Efforts have been noted to improve performance in the engineering functional area.
i

However, the effectiveness of these efforts have not yet been confirmed, and will be
addressed during future engineering inspections. During the Apper. dix R follow-up
inspection, the inspector determined that the design modifications were of good quality,
,
well supported with sound technical design basis, and in conformance with the established
i

design control procedures. The inspector noted that the VY staff had made good progress
in addressing Appendix R program-related problems.
