NRC ROUTINE RADIATION PROTECTION INSPECTION REPORTS NO.
50-454/96008(DRS); 50-455/96008(DRS)
Dear Mr. Graesser:
This refers to the inspection conducted by S. K. Orth and D. B. Hart of this
office on September 3-6, 1996. The inspection included a review of
authorized activities for your Byron Generating Station, Units 1 and 2
facility.
The inspection was an examination of activities conducted under your license
as they relate to radiation safety and to compliance with the Commission's
rules and regulations and with the conditions of your license.
The inspection
consisted of a selective examination of procedures and representative records,
observations, and interviews with personnel.
Based on the results of this inspection, certain of your activities appeared
to be in violation of NRC requirements, as specified in the enclosed Notice
of Violation (Notice). The violation is of concern because the inspectors
identified a radiation area that extended beyond the required postings within
the Auxiliary Building. This violation was caused by personnel raoving
radioactive material within the posted area without fully understanding the
radiological consequences.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response.
In your

response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence. After reviewing your response to this
Notice, including your proposed corrective actions and the results of future
inspections, the NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with NRC regulatory requirements.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, the enclosures, and your response to this letter will be
placed in the NRC Public Document Room.

Dear Mr. Graesser:
On September 6, 1996, the NRC completed a routine radiation protection
inspection at your Byron Generating Station. The enclosed report presents the
results of that inspection.
Overall, dose was effectively controlled during the Unit 2 refueling outage.
Although containment dose rates were considerably higher thasi in the past,
conservative dose goals, which were set prior to the start of the outage, were
generally met. However, the inspectors identified a radiation area that
extended beyond the required postings within the Auxiliary Building.
This
violation was caused by personnel moving radioactive material within the
posted area without fully understanding the radiological consequences.
This violation is cited in the enclosed Notice of Violation, and the
circumstances surrounding the violation are described in detail in the

enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
preparing your response.
The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
