Dear Mr. Flora:

This is in further response to your letter dated December 3,1984, in which you requested, pursuant to the Freedom of Information Act (F0IA), copies of documents which relate to the mode of failure of RCP seals, the probable causes of failures of the seals, and possible remedies for failures of the seals.

By letter of April 4, 1985, we denied that portion of the January 10, 1984, letter from W. G. Counsil to B. J. Youngblood which pertained to your request, and Draft NUREG/CR-4077, because they contained information considered proprietary by Westinghouse Electric Corporation (Westinghouse). At this

1 .. , , . . .; ~; * . . . ._v..,c..>. ....,...c. , . .. . -l Iappreciate ~thdt 'many do5uments have been generated on the sub-ject of failure of reactor pump seals. My request'should not be interpreted as a broad one. Iam not interested, for example, in the NRC internal documents pertaining to administration of study l contracts on the subject, ACRS discussions of the subject, LER's )

concerning such failures, etc. Iam interested only in those docu-ments that could assist someone attempting to reduce his involve-ment in this problem area. If the three topics -- mode of failure, probable causes, and possible remedies -- are kept in mind by ,

those who respond to this request, Itrust that a wide search will be avoided. To further constrain the request, no documentation

'^ Mr. J. M. F;1 ton paga 2 12/3/84 dated prior to 1980 should be considered.

Although Ido not have a clear understanding of a related request, because of the necessity to abbreviate it, the weekly report to the Commissioners of November 9 mentioned FOIA request 84-811; which bears on this subject. That reference might assist your office to further limit this search.

Thank you for your assistance.

Very truly yours, .,
