I agree with the comments made by Chairman Jackson and Commissioner Dicus and approve the staff's recommendation provided that the Federal Recister notice is revised to include a discussion and request for comments on what balance the NRC should strike between a performance-based and prescriptive In the specific approach to regulating broad scope licensees.
