s COMMENTS OF CHAIRMAN JACKSON ON SECY-96-167 I approve the recommendation in SECY-96-167 that staff proceed with publishing the proposed Advance Notice of Proposed Rulemaking (ANPR)in the Federal Reaister. I am encouraged that the staff has drafted a description of master materials licenses, and is I

soliciting comments on whether requirements for issuance of master materials licenses should be codified in 10 CFR Part 33. The staff may also wish to consider, in the proposed rulemaking stage, directly addressing whether non-Federal licensees may obtain master materials licenses. This is an important policy issue, given that we already have three Federal licenses (U.S. Navy, Air Force, and Department of Agriculture) in this master materials license status, The staff's effort on publication of the ANPR Federal Reaister notice should not be delayed now to address these issues.

Concurrent with development of 10 CFR Part 33, the staff should also consider finalizing any guidance on broad scope licensee Radiation Safety Officer (RSO) training and experience contained in draft regulatory guides. By finalizing the guidance, licensees will know what type of " specific training in radiation health sciences" and what type of experience is appropriate for broad scope licensee RSOs.
