Dear Ms. Healy:

This refers to your export license application dated December 9,1994, our l

number XCOM1096, which requested a license to export incore detector components to SK0DA Concern, Plzen, Ltd., in the Czech Republic for assembly at SKODA and distribution and installation in VVER reactors in Bulgaria, China, Czech Republic, Finland, Hungary, Romania, Russia, Slovak Republic and Ukraine. l After receipt of favorable Executive Branch views, NRC issued Export license XCOM1096 on January 18, 1995 authorizing exports to Bulgaria, Czech Republic, and Romania; XCOM1096, Amendment 01, was issued on June 12, 1995, and added Slovak Republic as an additional ultimate consigree country. The attached amendment, XC0H1096, Amendment 02, dated today, adds Ukraine as another ultimate consignee country.

We are returning without action your request to export to China, Finland, Hungary and Russia. The Executive Brinch~shi'~c6hti0did th'arthe netsisary-determinations for a recommendation of approval under the Atomic Energy Act, ,

as amended, cannot be made at this time with respect to China and Russia; 1 Hungary will not provide the required assurances without a specific order from their industry; and, exports to Finland may now be made under NRC's general l license authority in 10 CFR 5110.26. j In a recent amendment to our export and import regulations in 10 CFR 110, NRC added Finland as a country to which any person or company may export nuclear reactor components under general license authority. A copy of the July 8, 1996 Federal Reaister notice which announced the most recent changes to our export regulations, including revision of 5110.26 is enclosed. I have also enclosed an updated copy of 10 CFR 110 for your use.
