LIST OF NRC URANIUM RECOVERY LICENSEES

Dear Rev. Dodd:

In response to your telephone conversation with Mr. James Park and Ms. Charlotte Abrams of my staff on September 17, 1996, I am providing a list of U.S. Nuclear Regulatory Commission uranium recovery licensees; those identified with an asterisk have facilities which are currently in operation or which plan to be in operation in 1997.

It is my understanding that this I

information will be used by Silver Eagle Mining Association, Inc. (SEMA) to l

identify potential buyers of uranium-bearing ores or solutions recovered as a part of SEMA's proposed commercial precious metals and rare-earth mining operation in California.

In a telephone conversation with Mr. Park on September 23, 1996, you requested

. clarification of the NRC's role as it relates to the contractual arrangements for the purchase of uranium-bearing ores or solutions. As was discussed in my letter to you of September 10, 1996, the NRC issues licenses for the receipt, possession, and use of source and byproduct materials, as these terms are i

defined in the letter, but it is not authorized to purchase or procure such materials. The mission of the NRC is to ensure adequate protection of the public health and safety, the common defense and security, and the environment in the use of nuclear materials in the United States.

The NRC does require a l

commercial entity that intends to purchase source or byproduct materials to be appropriately licensed to do so by the NRC or an Agreement State, which the State of California is for source material. The actual contractual agreements between SEMA and a licensed commercial entity do not fall under the purview of the NRC.
