Dear Mr. Martin:
The Guard Training and Qualification Plan (Volume III of the CNS Safeguards Plan) is being revised to incorporate numerous security upgrades and other modifications at the Cooper Nuclear Station. These changes include, but are not limited to, site building additions and modifications, fenceline relocation, new station access badges, CNS organization changes, security force re-organization, and a security computer upgrade. Numerous clerical (i.e., capitalization, numerical listing and sequencing, format layout, pagination, identity and date, etc.) and terminology corrections and substitutions have also been made where necessary. Additionally, Table 1 has been retitled Attachment A and Table 2 has been deleted.
Accordingly, Nebraska Public Power District is submitting, in accordance with the provisions of 10CFR Part 50.54(p), a Report of Change to the Cooper Nuclear Station Safeguards Plan, Revision Ten. Upon incorporation of this change, the current Safeguards Plan becomes Revision Eleven. We believe, the enclosed changes, annotated by sidebars, do not decrease the safeguards effectiveness of the plan.
The material enclosed herewith contains Safeguards Information as defined by 10CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited.
Therefore, we request the material, with the exception of the cover letter, to be withheld from public disclosure.
