Dear Mr. Taylor:

This is in response to your letter of February 27, 1996, that submitted the page changes to Revision 35 of the Virgil C. Summer Physical Security Plan, regarding the hand geometry biometrics system.

The NRC review and response to the February 27, 1996, submittal was delayed because the cover letter did not identify that one of the four revisions to this submittal package contained the final page changes pertaining to the hand geometry biometrics system.

After reviewing the plan commitments referenced in the above document, we have determined that these changes are consistent with the requirements in 10 CFR 50.54(p). These revisions do not decrease the safeguards effectiveness of the security plan and require no NRC approval.

4 Since this revision contains Safeguards Information as identified by 10 CFR Part 73.21, it is being withheld from public disclosure.
