SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NOS.187 AND 177 TO 4
FACILITY OPERATING LICENSE NOS. DPR-51 AND NPF-6 ENTERGY OPERATIONS. INC.
ARKANSAS NUCLEAR ONE. UNIT NOS. 1 AND 2 DOCKET NOS. 50-313 AND 50-368
1.0 INTRODUCTION
By letter dated May 9,1996, Entergy Operations, Inc. (the licensee) submitted a request for a change to the Arkansas Nuclear One, Unit No.1 Technical Specifications (TSs) and to changes to the Facility Operating License Nos.
DPR-51 and NPF-6 for Arkansas Nuclear One, Unit Nos. 1 and 2 (ANO-l&2).
The requested changes would revise the name of Arkansas Power & Light Company (AP&L) to reflect the new name, Entergy Arkansas, Inc.
2.0 DISCUSSION In the May 9,1996 letter, the licensee makes the following statement:
"The corporate existence continues uninterrupted and all legal characteristics remain the same.
Thus, there is no change in the state of incorporation, registered agent, registered office, directors, officers, rights or liabilities of the company, nor is there a change in the function of the Company or the way in which it does business. AP&L's financial responsibility for ANO and its sources of funds to support the facility will remain the same.
Further, this name change does not impact the existing ownership of ANO or the existing entitlement to power and will not alter the existing antitrust license conditions applicable to AP&L or AP&L's ability to comply with these conditions or with any of its other obligations or responsibilities under the license."
The licensee's stated intent is to change the name to improve customer identification by establishing the name "Entergy" for the business in the region served.
This name change is being made at the same time that similar changes are proposed for the ownership of the Grand Gulf Nuclear Station, River Bend Station, and Waterford Steam Electric Station.
3.0 EVALUATION For all stated purposes, the name change is for recognition of Entergy in the areas served. The name change should have no effect or impact on the obligations before the Commission and should not change in any way the business of the licensee with the Commission. conditions applicable to Arkansas Power & Light Company will continue to apply to Entergy Arkansas, Inc. We find the proposed changes to the Facility Operating License Nos. DPR-51 and NPR-6 to be acceptable, j
4.0 STATE CONSULTATION
In accordance with the Commission's regulations, the Arkansas State official was notified of the proposed issuance of the amendment.
The State official had no comment.

5.0 ENVIR0fMENTAL CONSIDERATION 1
Pursuant to 10 CFR 51.21, 51.32, and 51.35, an environmental assessment and

i finding of no significant impact has been prepared and published in the Eadttal Reaister on October 9, 1996 (61 FR 52961). Accordingly, based upon the environmental assessment, the staff has determined that the issuance of the amendment will not have a significant effect on the quality of the human environment.
6.0 CONCLUSION
i The Commission has concluded, based on the considerations discussed above, i
that:
(1) there is reasonable assurance that the health and safety of the i
i public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common i
defense and security or to the health and safety of the public.
