Dear Mr. Kessler:
1 This refers to your letter dated September 16, 1996 regarding whether a j specific license is required for the export of mechanical shaft seals (graphite). We understand that the seals are especially designed or prepared for use in a nuclear reactor and used to keep heavy water from getting into other sections of a reactor. Please refer to the general license in 10 CFR 5110.26 to determine which countries are authorized to receive especially designed or prepared nuclear reactor components under that general license.
To export the seals to any country not listed in 10 CFR 6110.26, you would be required to obtain a specific license from the NRC.
