Dear Sir:

TROJAN NUCLEAR PLANT Security Plan Revisions 9 and 10 Revision 9 to the Trojan Security Plan, PGE-1017, was submitted on October 12, 1984, with corrected pages to the revision fetvarded on February 28, 1985 in response to Region V concerns. Full imp.m. mentation of Revision 9 to the current plan was contingent upon completion of the installation and testing of the new access control system at the Trojan Plant and NRC concurrence that the changes could be made under the provi-sions of 10 CFR 50.54(p). Your letter of March 22, 1985 indicated that a review of the Revision 9 changes had determined that it could bo imple-mented under 10 CFR 50.54(p) except for two items. Your letter further directed PGE to follow its previously approved plan (Revislon 8 in regard to these items. The affected portions involved background screening and service water hatches (SW3 and SW4).

Installation of the access control system is now complete with only one portion still in a transitional mode of operation. The Sensor Data Multi-plexers (SDMs), described in Section 4.1.1.5.1 of the Security Plan as being " connected to the CPUs. . . in a dual loop configuration", are presently in a modified loop providing proper system operation while SDM/ CPU communication enhancements are completed. With the system opera-tional and having received NRC concurrence on the proposed Security Plan changes, the Revision 9 replacement pages should be inserted into the plan. To avoid the confusion of further changes to Revision 9, the correc-tions suggested in the March 22, 1985 letter are incorporated in Revi-sion 10. Also included in Revision 10 are several other minor changes necessary to clarify PGE posillons and ensure that the plan accurately reflects current security practices. Our evaluation has determined that these changes do not decrease the safeguards effectiveness of the security program and have been implemented in accordance with 10 CFR 50.54(p).

Attachment 2 is a detailed description of the Revision 10 changes, along with a dis-cussion of the reasons for making the changes. Attachment 3 consists of five copies of the Revision 10 replacement pages and instructions for inserting those pages. Another copy is being forwarded to the Director of Nuclear Reactor Regulation.

Attactments 2 and 3 contain Safeguards Information of a type specified in 10 CFR 73.21.
