Dear Mr. Denton:

My letter of May 8, 1985, submitted a preliminary case report and a Memorandum of Agreement concerning the determination of ef fect and mitigative actions for the construction of the portion of the Vogtle/ Shearer 500 KV transmission line at the Francis Plantation. It is our understanding that the review of the documentation and Memorandum of Agreement has been completed by your staff. This material is to be forwarded to the Advisory Council on Historic Preservation for review and comment.

Current construction schedules require that this transmission line be completed by April,1986, in order to support fuel loading for the Vogtle Electric Generating Plant. Furthermore, current scheduling of construction activity on this transmission line requires that cable pulling activities be initiated within the next two weeks to avoid relocation of transmission construction crews and resultant expenses.

Based on recent conversations with your staff and the staff of the Advisory Council on Historic Preservation, it has been determined that final review of this project cannot be completed prior to the middle of July.

Accordingly, as we indicated in the conversations, we have decided to initiate construction activities in accordance with the plans specified for mitigation of adverse effects contained in the Memorandum of Agreement.

These construction activities will start on July 8, 1985.

Initiating these activities will not result in any irreversible impact to the Francis Plantation property. In addition to your staff and the staff of the Advisory Council on Historic Preservation, this has been discussed with the Georgia State Historical Preservation Officer. The State Historical Preservation Officer concurs with our activities so long as the Memorandum of Agreement is adhered to. Furthermore, in the event that the staff's review 0507160259 050705 /

resulting af ter receipt of comments from the Advisory Council on Historic Preservation requires further mitigation of the adverse effect, Georgia Power Company will implement those mitigative actions.

As noted, these activities do not result in any irreversible physical impact to the Francis Plantation properties. Also, these actions do not in any way negate the ability of the Advisory Council on Historic Preservation to review and comment on the proposed project.

Based on our present schedule and additional cost to delay this activity, we feel this is the most prudent approach to take at this time. If you have additional questions concerning those actions, please contact us.
