June 19,1996, which transmitted the subject evaluation. The evaluation was performed at -
SQN during the period of February 20 through 23,1996. The evaluation report documented two concerns. Enclosed is the TVA response to the OSRE report concerns.

OPERATIONAL SAFEGUARDS RESPONSE EVALUATION REPORT LEMOINE J. CUNNINGHAM'S LETTER TO O.D. KINGSLEY, JR.
DATED JUNE 19,1996 Concern No.1: Response strategy within the powerblock.
j Resnonse:
SQN resolved this concern by defense strategy realignment. This was accomplished by placing additional armed responders inside the power block area. This resolution has been tested and found to be successful.
Concern No. 2: Armed responder weapons training.
Resoonse:
The armed responders at SQN completed special weapons training on September 1,1996.
This training was conducted at both the SQN site range and an offsite military range that is capable of moving target training. The training consisted of using the inventory of response weapons at various size targets (both moving and stationary) and in a variety of positions -
1 (including shooting at elevated positions).' Tactical reloading was applied, and the individuals were trained to transition from response weapon to pistol. The SQN range is being modified to include moving target capability. Moving target training will continue at an offsite faciuty until modifications to the SQN range are completed.
